The data is based on out-of-state driver license exchanges, which track when new Florida residents obtain a Florida license after moving. While the numbers do not distinguish between buyers and renters, they provide one of the clearest real-time indicators of migration patterns into Florida.
In Sarasota County, more than 2,000 new residents came from U.S. territories or foreign countries in 2025, an increase of nearly 180 percent compared to pre-pandemic averages. New York remained the top domestic source, with 1,465 exchanges, followed by Illinois, New Jersey, Pennsylvania, and Massachusetts.
Manatee County saw a similar trend. Exchanges from U.S. territories or foreign countries more than tripled compared to pre-pandemic levels, rising to 1,788 in 2025. New York again led all domestic states with 1,339 exchanges, followed by Illinois, New Jersey, Pennsylvania, and California.
Both counties also experienced notable growth from western states.
California exchanges doubled in Manatee County and rose more than 50 percent in Sarasota County. Washington, Oregon, Colorado, Arizona, and several Mountain West states posted some of the fastest percentage gains, signaling a broader national draw beyond the traditional Midwest and Northeast pipeline.

Migration is no longer limited to a few feeder states. We are attracting new residents from nearly every corner of the country.”
The data compares 2025 exchanges to the average annual totals from 2016 through 2019, offering a clear picture of how post-pandemic migration patterns have reshaped the region.
